On March 12, the Xi’an Downtown Duty-Free Shop Business Operation Agreement was officially signed, marking a significant milestone in the city’s commercial and tourism development.
The new duty-free shop will be developed and managed by Xi’an Xianyang International Airport Duty-Free Goods Co., Ltd., a subsidiary of China Duty Free Group. It will be situated in Zhongda International Shopping Mall in Beilin District, covering an area of 2,050 square meters, with a 10-year operational period. Once open, it will provide convenient duty-free shopping for outbound travelers and international tourists visiting Shaanxi.
Xi’an and China Duty Free Group will work together to promote and expand the market potential of Shaanxi’s local specialty products, time-honored brands, cultural and creative items, and trending Chinese brands. The goal is to enhance the city’s commercial and tourism offerings, creating a comprehensive retail destination that highlights Xi’an’s unique characteristics.
In August 2024, the Chinese government approved the establishment of eight downtown duty-free shops nationwide, with Xi’an being the only city in Northwest China to receive this designation. Thanks to its rich cultural, commercial, and tourism resources, Xi’an has a competitive edge. With favorable policies such as visa-free transit and the resumption of international flights, the city continues to rank among China’s top ten inbound tourism destinations.
What is a Downtown Duty-Free Shop?
A downtown duty-free shop is a retail outlet, approved by China’s State Council, that sells tax-free goods to travelers who are about to leave the country. Purchases are made in the city, but items must be collected at a designated pick-up point in the airport or port before departure.

- Pick up their duty-free items at the designated collection point using proof of purchase and valid travel documents.
- Make purchases at a downtown duty-free store located in the city of their departure port.
With this new development, Xi’an is set to enhance its international appeal, offering travelers a premium shopping experience while strengthening its position as a key tourism and commercial hub in China.
