From September 1, the domestic waste classification implementation plan issued by the Xi’an authorities will be formally implemented. There will be four of waste classification categories: recyclable, harmful, kitchen waste and other garbage. Unlike Shanghai, Xi’an won’t have dry and wet garbage, but this waste will be more directly divided into other garbage and kitchen waste.
On July 1st, Shanghai took the lead in officially implementing the “regulations on the management of household waste” scheme, this garbage sorting scheme will be implemented in 45 cities including Xi’an, which makes it the strictest waste classification regulation in china’s history.
In 2019, 45 Chinese cities shall vigorously carry out the basic garbage classification and disposal system pilot program and plan to complete program by the end of 2020, according to the Ministry of Housing and Urban-Rural Development.

Beijing, Tianjin, Shanghai, Chongqing, Shijiazhuang, Handan, Taiyuan, Huhhot, Shenyang, Dalian, Changchun, Harbin, Nanjing, Suzhou, Hangzhou, Ningbo, Hefei, Tongling, Fuzhou, Xiamen, Nanchang, Yichun, Zhengzhou, Jinan, Tai’an, Qingdao, Wuhan, Yichang, Changsha, Guangzhou, Shenzhen, Nanning, Haikou, Chengdu, Guangyuan, Deyang, Guiyang, Kunming, Lhasa, Shigatse, Xi’an, Xianyang, Lanzhou, Xining, Yinchuan, Urumchi.
Regulations on waste classification of Xi’an
Waste Shall be sorted into 4 categories:
Recyclable, Kitchen Waste, Harmful Waste, Other Waste
Recyclable Waste
Recyclable waste refers to the waste material that can be recycled and reused, including paper, plastic, metal and fabric etc.;
Kitchen Waste
Kitchen waste refers to household-produced organic and perishable waste, including solid food, eggshell, fruit peel and tea grounds as well as those produced from fruit, vegetable and aquatic market.
Harmful Waste
Harmful waste refers to those pieces of garbage that threaten human health and the natural environment, including waste rechargeable batteries, waste button cells, waste modulator tubes, discarded pills, discarded insecticide (container), discarded oil paint(container), waste daily-use chemicals and waste silver products etc.;
Other Waste
In addition to the above mentioned waste, other waste includes waste sanitary pads, disposable diapers, napkins, cigarette butts, muck, bones and shells etc..
* Household waste should be dumped, collected, transported and disposed after classification.
* Any company and individual who violate the dump waste regulations shall be fined. Individuals will be fined from 100rmb to 200rmb and companies from 5000rmb to 20,000rmb. In addition, the misconduct information will be recorded in the individual credit reporting system
In addition, from July 1, Shanghai hotels are not allowed to offer disposable daily necessities in rooms. Take a look if you are travelling go to Shanghai in the near future.
According to Regulations of Shanghai Municipality on the administration of hoeusehold garbage, hotels in Shanghai will be requested to promote green consumption. This will go into effect beginning July 1, 2019.
The municipal administration of culture and tourism is encouraging hotel guests to use and reuse recyclable daily consumables during their stay. This includes toothbrushes, combs, bath sponges and razors etc.. Violators will be fined up to 5,000 RMB.
